Who is eligible to purchase a Locals Pass?
The Sovereign Hill Locals Pass is available to anyone who lives in one of the postcodes that make up the City of Ballarat Local Government area. This includes postcodes 3350, 3351, 3352, 3353, 3354, 3355, 3356, 3357, 3358, 3363, and 3364.
To purchase a Locals Pass, you will need to provide photo ID (such as a passport, drivers’ license or proof of age card) and proof of residence (such as a drivers’ license, utility bill, rates notice or residential tenancy agreement).
How do I get a Locals Pass?
To get your Locals Pass:
You can purchase online or in person on arrival.
- Bring photo ID and proof of residence.
Accepted photo ID includes a driver’s license, passport, or proof of age card. If your ID does not show your current address, you’ll also need to provide proof of residence—such as a utility bill, rates notice, or residential tenancy agreement. - Our team will process your pass.
Your Locals Pass will be emailed to you. - When returning to visit Sovereign Hill:
Simply show your photo ID at the entrance. Our team will verify your account details and issue your admission ticket for the day.
How long is a Locals Pass valid for?
A pass gives you unlimited access for a full year!
- Activation Date: This is the day you purchase your pass (either online or at the ticket box).
- Expiry Date: Your pass will expire exactly 12 months after your activation date.

Can I purchase a Locals Pass online?
Yes, you can purchase your pass online. However, online and advance bookings are not available. You must attend Sovereign hill in person with your valid proof of residence on the day you wish to attend. You can also secure your pass at the Sovereign Hill front entrance on the day of your visit.

As a Locals Pass holder, you will be able to visit Sovereign Hill on any day we are open to the general public free of charge. Daily capacity limits apply.

Can I prebook a date for Winter Wonderlights using a Locals Pass?
No, you cannot pre-book online using a Locals Pass.
Can I pre-book a Standard Admission Winter Wonderlights ticket and then upgrade to a Locals Pass when I arrive?
Yes, you can, but daily capacity limits apply during Winter Wonderlights. We recommend visiting during weekdays to avoid larger Wonderlights crowds.
On your arrival, ask to upgrade to a Locals Pass. There will be no difference to pay, and our staff will direct you on the process for upgrading to a Locals Pass. You must have proof of id and postcode residency.
Can I upgrade by Sovereign Hill one day admission ticket to a Locals Pass?
Yes. You can upgrade your Sovereign Hill admission ticket to a Locals Pass on the day of your visit by paying the difference in price and showing your Photo ID and proof of residency.
